James L. LeBlanc
James LeBlanc has been President of the Washington, DC area firm J. LeBlanc International, LLC since its establishment in 1994. JLI assists international private and public sector technology entities by strategically positioning them in their target markets. The core offerings include the development of strategic partnerships and alliances, plus effective business, public policy and competitive intelligence assessments. Through his partnership with The York Group-International Technology Partners, JLI is able to offer a broad range of marketing and similar services in over 20 countries globally. James LeBlanc is also a partner in S&H/LeBlanc International, a joint venture between J. LeBlanc International, LLC and the venerable Washington public affairs, public relations, media and political consulting firm, Smith & Harroff, Inc. It offers public affairs, public relations, branding, issue management, government and political consulting to the international, technology, business and public sector communities. Mr. LeBlanc is also a senior executive in Global Smarts, Inc. a content driven multi-media firm focusing on the issue of the globalization of technology, business and policy.

 Mr. LeBlanc has extensive public and political experience at senior levels in the Government of Canada. He has served as Chief of Staff to two senior Cabinet Ministers - the Secretary of State for External Affairs and International Trade; and the Minister of Science and Technology. He has also served as Executive Assistant to the Canadian Ambassador for International Security and Arms Control.

Mr. LeBlanc holds a Graduate degree from Harvard University, specializing in business-government relations in the US; a Graduate degree in International Affairs from the Norman Paterson School of International Affairs in Ottawa; and an Undergraduate degree in Law and Political Science.

Mr. LeBlanc sits on numerous Boards of Directors and Advisory Boards including; the Executive Committee of the Northern Virginia Technology Council and is NVTC Board Liaison to the International Committee; TRADOS Inc.; the Canadian-American Business Council; the Carleton University (U.S.) Foundation; the President's Advisory Council at Carleton University; the Inter-American Economic Council and the Canadian Advanced Technology Alliance and serves as US Executive Director for the CATAlliance. He is a past Director of the International Business Council of the Greater Washington Board of Trade and presently an active member of a number of other Washington area technology, trade and business associations.

He has also been recently appointed as a Senior Associate at the prestigious Washington, D.C. think tank, the Center for Strategic and International Studies. He is included in the Who’s Who in the South and Southwest, as well as, Who’s Who in America, Who’s Who in the World, Who’s Who in Finance and Industry, Who’s Who in Canada and Who’s Who in Canadian Technology.

As a recognized expert on various international and Canada-U.S. issues, Mr. LeBlanc is often in demand for public speeches, media interviews and presentations.

Matthew Voorhees, Co-founder and President, AnyBill Matthew Voorhees
As President of Anybill, Matt is responsible for the day-to-day operations of the company as well as brand and image development and client acquisition strategy and implementation.  Matt has also assisted in the development of the multi-channel marketing strategy that the company is implementing with accounting and professional service firms to provide a broad business base.

Prior to co-founding Anybill, Matt was an associate in the Los Angeles office of Equis Corporation, a national real estate consulting firm. While at Equis, he was on the National Accounts Team and co-managed accounts of Chicago Trust and Title, General Motors, RR Donnelley, and locally the Union Bank of Switzerland.  Matt holds a Bachelor of Arts with a degree in English from Kenyon College.

E. Sanders Partee
Mr. Partee is president and chief executive officer of Ecutel, Inc. He leads Ecutel with over 17 years of entrepreneurial and executive management experience in the enterprise and network management software business. His extensive experience includes technology sales and marketing, corporate strategic planning, mergers and acquisitions, customer service, and product management. As CEO for Viewgate Networks he was instrumental in expanding the company’s international business and obtaining over $23 million in venture funding. Prior to Viewgate, Mr. Partee served as Managing Director, Data Warehousing for PLATINUM technology, inc. where he was responsible for several product lines and multiple development locations. Mr. Partee came to PLATINUM through the sale of his enterprise software company, RELTECH Group, Inc. which he co-founded in 1988. Mr. Partee began his career with IBM and Andersen Consulting (Accenture). He holds a B.A. in psychology from the University of Virginia.
